More travel coverage. The U.S. air traffic control system is in the middle of the largest personnel rebuild in its history. The Federal Aviation Administration is in the third year of a campaign to hire and train more than 8,000 new air traffic controllers, the result of a staffing crisis that has been building since the late 1990s and that ground to a halt during the pandemic.

The air traffic controller shortage is the reason this matters for travelers. The FAA controls more than 16 million flights a year, and every one of them is handled by a controller who must be certified to work at a specific facility. When a facility is short-staffed, controllers work mandatory six-day weeks, accept overtime shifts, and operate at minimum staffing levels that leave no margin for bad weather, equipment failures, or runway closures. The FAA published a brand-new Air Traffic Control System in 2025 that updates radar, communications, and automation systems across the country, but the new system is being deployed into a workforce that is roughly 2,500 controllers below target staffing.

How Bad the Shortage Is

The FAA's own data, published in early 2026 and reported by the U.S. Department of Transportation www.transportation.gov, shows that several major facilities are operating at 60 to 70 percent of target staffing. Newark Liberty International, one of the country's busiest airports, has been particularly affected. The airport has reduced its flight schedule in cooperation with airlines to match the controllers it has on hand, and travelers have experienced long delays and cancellations as a result.

The staffing shortfall is not new. The number of controllers peaked in 1992 at roughly 14,000 and has been declining since, partly because of attrition and partly because the FAA reduced training throughput during the 2013 sequestration. The pandemic accelerated departures, with many experienced controllers taking early retirement when air traffic volumes collapsed in 2020.

The current hiring push began in 2023. The FAA accepted more than 8,000 applications, hired more than 2,000 new controllers, and is on track to hire several thousand more through 2027. But it takes two to four years to fully train a controller, depending on the facility. The first class of new hires is just now entering the field at a few facilities, and most will not be fully certified until late 2027 or 2028.

What Travelers Are Seeing

The practical effect for travelers is more delays, more cancellations, and more ground stops when weather hits a region.

The air traffic controller shortage has compounded weather delays in 2026. The technology overhaul is helping. The FAA's new automation system is being deployed to high-traffic facilities first and is expected to reduce the manual workload on controllers. But it will not eliminate the staffing problem, and there are growing concerns about whether the next several summers will be even worse.

What Boeing's Woes Mean

The staffing crisis is on the demand side. The supply side has its own problems.

Boeing, the only major U.S. commercial aircraft manufacturer, has continued to struggle with production quality and certification delays, according to the Federal Aviation Administration's production limits www.faa.gov. The company delivered roughly half the aircraft it delivered five years ago, and the FAA has limited production rates on the 737 MAX until specific safety improvements are in place.

The result is a shortage of new aircraft, which is keeping older, less fuel-efficient planes in service and limiting the ability of airlines to expand. Several major airlines have publicly said that they could be flying more passengers if they had more planes, and Boeing's problems have become a constraint on the industry's growth.

What This Means for Gen Z Travelers

For Gen Z travelers, the practical advice has not changed in years.

Book early flights when possible. They are less likely to be canceled, because a cancellation at 6 a.m. has more time to recover than a cancellation at 6 p.m. Avoid tight connections at airports that are short-staffed, especially Newark and a few other chronic problem airports. Check airline apps before going to the airport. Use credit cards that include travel insurance when booking trips that depend on connections.

The bigger story is that the U.S. aviation system is being rebuilt, in both personnel and technology, but the rebuild is going to take years. Travelers are going to live through a transition period in which delays are more common, capacity is constrained, and aircraft are older.

The good news is that the FAA, the airlines, and Congress are all aware of the problem. Funding has been approved. Hiring is happening. New technology is being deployed. The bad news is that none of it is fast. The country's air traffic system is one of the most complex machines humans have ever built, and rebuilding it takes time.
